BUILDING PERMITS The Division of Building Safety is charged with the responsibility of reviewing plans, issuing permits and performing inspections for vertical construction to ensure compliance with the Florida Building Codes and local construction ordinances. ENVIRONMENTAL PERMITS The Environmental Permitting, Compliance, and Enforcement Section is charged with the responsibility of reviewing plans, issuing permits, performing inspections and pursuing enforcement for any activity that will cause a negative impact on the natural resources of Orange County, as protected by the County Comprehensive Policy Plan and specifically in Chapters 15 and 33 of Orange County Code. This includes the construction of boat docks, shoreline alterations (including seawall construction), lakeshore vegetation removal or enhancement, wetland and/or surface water impacts, and boat ramp construction. Some activities must be confirmed and/or approved by the Board of County Commissioners. |

FLOOD PERMITS The Storm water Management Division is responsible for issuing floodplain permits. Floodplain permits are typically required for development occurring within the FEMA designated floodplain. Permits are issued to ensure compliance with local ordinance and Federal regulations. ADDRESSING The Zoning Division is the addressing authority for unincorporated Orange County and the naming or renaming of streets and roads. A property owner may submit a request for a new or change of address or a street name petition to name or rename a road. The request is reviewed for compliance with the addressing requirements. If the request can be approved, the new or change of address will be issued and the applicant will be notified in writing. If the request cannot be approved, alternatives will be discussed with the applicant. |

TREE REMOVAL/LAND CLEARING Please be advised that per Orange County Code Chapter 15, Article VIII, Section 15-304 (a), no development, land clearing, or other tree cutting or tree removal shall be permitted without first obtaining a Conservation Area Impact (CAI) permit, tree removal permit and/or building permit with concurrent tree removal approval, unless exempted per section 15-279(a)(9). Alcoholic Beverage License Zoning Division is the authority responsible for issuing alcohol beverage licenses within unincorporated Orange County. The request is reviewed for compliance with the alcohol beverage requirements. If the request can be approved, the license will be issued and the applicant will be notified in writing. If the request cannot be approved, the applicant will be provided alternatives in writing. |

BOARD OF ZONING ADJUSTMENT (BZA) The Board of Zoning Adjustment is a seven member board appointed by the Board of County Commissioners. They conduct public hearings once a month and make recommendations on land use requests (zoning variances and special exceptions). The variance and special exception requests must demonstrate compliance with specific variance and special exception criteria. Surrounding property owners are notified of all BZA public hearings. All BZA recommendations must be confirmed by the Board of County Commissioners on a consent agenda. |

DEVELOPMENT REVIEW COMMITTEE (DRC) The Development Review Committee (DRC) reviews land use plans, preliminary subdivision plans, development plans, septic tank variances, and various appeals. Regularly-scheduled meetings are held on two Wednesdays of each month. A current DRC agenda will be available online at this location each Friday preceding the DRC meeting. |

PLANNING AND ZONING COMMISSION (PZC) The Planning and Zoning Commission (PZC) reviews the proposed developments conform to the principles and requirements of the county's comprehensive plan for the growth and development of the area and to provide recommendations in accordance with the standards and requirements of the comprehensive plan and the regulations adopted there under to the Board of County Commissioners. |

ROADWAY AGREEMENT COMMITTEE (RAC) The Roadway Agreement Committee (RAC) was created in 1998 and is established through Section 4.03 of the Orange County Administrative Regulations to provide applicants with the ability to request road impact fee credits through road agreements. The Roadway Agreement Committee evaluates credit requests submitted by applicants/developers based on consistency with past practice, need, technical requirements, financial implications and other issues as appropriate based on Chapter 23, Article IV, Section 23-95 of the Orange County Code. If the credit request is approved, the applicant is required to enter into a developer's agreement with Orange County, which is then subject to approval by the Board of County Commissioners (BCC). Once the terms of the agreement are met, the Developer is provided with the road impact fee credits due through the establishment of a Transportation Credit Account. |

PETITION TO VACATE Petitions requesting the vacation of County Rights of Way or Easements are submitted to the Orange County Public Works Development Engineering Division for research and review. A mandatory pre-application meeting with Development Engineering personnel is required prior to filing a Petition to Vacate. Orange County Real Estate Management Division will review all proposed petitions. Other divisions may also need to review and approve the request prior to the formal submittal. After the petition is reviewed and approved by County staff, the Clerk of the BCC will determine the date of the public hearing. |

PLAT REVIEW The platting process is administered through Orange County Development Engineering, a division of the Public Works Department. Plats submitted are circulated to the appropriate county department's for review and comments based on specific conditions of approval as well as applicable state statutes and county codes. Once all approvals are secured the plat is routed for execution by required county staff and recorded in the public records. |
