Board of Zoning Adjustment (BZA) |
The Board of Zoning Adjustment is a seven member board appointed by the Board of County Commissioners.
They conduct public hearings once a month and make recommendations on land use requests (zoning
variances and special exceptions). The variance and special exception requests must demonstrate
compliance with specific variance and special exception criteria. Surrounding property owners are
notified of all BZA public hearings. All BZA recommendations must be confirmed by the Board of County
Commissioners on a consent agenda.

Development Review Committee (DRC) |
Development Review Committee (DRC) The Development Review Committee (DRC) reviews land use plans,
preliminary subdivision plans, development plans, septic tank variances, and various appeals.
Regularly-scheduled meetings are held on two Wednesdays of each month. A current DRC agenda will
be available online at this location each Friday preceding the DRC meeting.

Planning and Zoning Commission (PZC) |
The Planning and Zoning Commission (PZC) reviews proposed developments for conformance to the principles
and requirements of the County’s
Comprehensive Plan
for the growth and development of the area, and to provide related recommendations to the Board of County Commissioners.

Roadway Agreement Committee (RAC) |
The Roadway Agreement Committee (RAC) was created in 1998 and is established through Section 4.03 of
the Orange County Administrative Regulations to provide applicants with the ability to request road
impact fee credits through road agreements. The Roadway Agreement Committee evaluates credit requests
submitted by applicants/developers based on consistency with past practice, need, technical requirements,
financial implications and other issues as appropriate based on Chapter 23, Article IV, Section 23-95
of the Orange County Code. If the credit request is approved, the applicant is required to enter into a
developer's agreement with Orange County, which is then subject to approval by the Board of County
Commissioners (BCC). Once the terms of the agreement are met, the Developer is provided with the road
impact fee credits due through the establishment of a Transportation Credit Account.

Engineering Projects: |

Construction Plan Review |
After approval by the Development Review Committee (DRC) and the Board of County Commissioners (BCC)
if required, construction plans for new subdivisions (S-projects) and Engineering Projects (E-projects)
are submitted to the Development Engineering Division of Public Works for review and approval. |
Petition to Vacate |
Petitions requesting the vacation of County Rights of Way or Easements are submitted to the Orange
County Public Works Development Engineering Division for research and review. A mandatory
pre-application meeting with Development Engineering personnel is required prior to filing a
Petition to Vacate. Orange County Real Estate Management Division will review all proposed petitions.
Other divisions may also need to review and approve the request prior to the formal submittal. After
the petition is reviewed and approved by County staff, the Clerk of the BCC will determine the date
of the public hearing. |
Plat Review |
The platting process is administered through Orange County Development Engineering, a division of
the public's Work Deparment. Plats submitted are circulated to the appropriate County departments
for review and comments based on specific conditions of approval as well as applicable state statutes
and county codes. Once all approvals are secured the plat is routed for execution by required county
staff and recorded in the public records. |
Concurrency Management: |

Concurrency Review |
The concurrency process is administered through the Concurrency Management Office located in the County
Administration Building. Concurrency requires that public facilities and services needed to support
development be available "concurrent" with the impacts of that development. Facilities and services
subject to concurrency requirements in Orange County are roads and mass transit, schools, utilities
including water, wastewater, stormwater, solid waste, and parks. |
